Positive developments concerning the TIR situation in Russia

The Federal Customs Service has notably announced that the cooperation between Russian Customs and the TIR guaranteeing association ASMAP has been restored in line with the 2004 TIR guarantee agreement.
Moreover, the Federal Customs Service states that a list of border crossing points open to the TIR procedure has been defined “in accordance with current and future workload, existing infrastructure to allow transport without queues and timely deliveries”.
The IRU welcomes this development and the constructive announcement of the Federal Customs Service and looks forward to working closely with all competent Russian authorities and ASMAP to make the TIR System even more secure, more competitive and more transparent in the future.
At this stage, it is important to emphasise that the exact list of border crossing points reopened for the TIR procedure has not yet been published. Therefore problems at some border crossing points cannot be excluded for the moment.
